As Republicans work behind closed doors to negotiate the big beautiful bill, Treasury Secretary Scott Bessent, DHS Secretary Kristi Noem, Agriculture Secretary Brooke Rollins and VA Secretary Doug Collins are hitting the Hill today to testify on their portions of President Donald Trump’s fiscal 2026 budget request.  As part of that testimony, Treasury Secretary Bessent said the Trump administration’s estimate for when the U.S. will run out of cash to pay its bills will be “forthcoming” but that the debt ceiling is “on the warning track.”  Bessent said Treasury was still tallying the massive influx of federal tax receipts that came in around the April 15th filing deadline as it works to come up with a more precise forecast for when the U.S. will exhaust its borrowing capacity — known as the X-date.  The date is widely seen as a de facto deadline for congressional Republicans to pass their mega bill of tax, border and energy policies because GOP leaders have included a debt limit hike as part of the party-line package, avoiding the need for Democratic votes.

For today, the Senate convened at 10:00 A.M. and is expected to take up: Passage of H.J.Res.61, disapproving the rule submitted by the EPA relating to “National Emission Standards for Hazardous Air Pollutants: Rubber Tire Manufacturing,” Motion to proceed to S.J.Res.13, disapproving the rule submitted by the Office of the Comptroller of the Currency of the Department of the Treasury relating to the review of applications under the Bank Merger Act, and Confirmation of Executive Calendar #60, Frank Bisignano, of New Jersey, to be Commissioner of Social Security Administration.  Later today, the Senate will also consider a Motion to proceed to Cal. #24, S.J.Res.7, disapproving the rule submitted by the Federal Communications Commission relating to “Addressing the Homework Gap Through the E-Rate Program” and Motion to proceed to Cal. #65, H.J.Res.60, disapproving the rule submitted by the National Park Service relating to “Glen Canyon National Recreation Area: Motor Vehicles.”

The House is expected to pass H. Res. 377 – Providing for consideration of the bill (H.R. 276) to rename the Gulf of Mexico as the ‘‘Gulf of America,’’ and providing for consideration of the bill (H.R. 881) to establish Department of Homeland Security funding restrictions on institutions of higher education that have a relationship with Confucius Institutes, and for other purposes.
