At 4:00 P.M. His Excellency Narendra Modi, Prime Minister of the Republic of India, will address a Joint Meeting of Congress in the Hall of the House of Representatives. While Modi faces criticism from some U.S. lawmakers and advocates over human rights and his country’s reluctance to break with Russia in its war in Ukraine, the Biden administration and leaders of both major political parties agree that India is a vital ally for Washington’s top foreign policy goal — containing the rise of China — and a partner on defense, technology and mitigating climate change.
Prior to the joint meeting, the Senate will consider H.J.Res.44, Pistol Braces CRA. This joint resolution nullifies the rule issued by the Bureau of Alcohol, Tobacco, Firearms and Explosives titled Factoring Criteria for Firearms With Attached “Stabilizing Braces” and published on January 31, 2023. The rule establishes criteria for determining whether a firearm equipped with an attached stabilizing brace that facilitates shoulder fire is a rifle subject to regulation.
The Senate also plans a vote on Adoption of the resolution of ratification with respect to Treaty Document 112-8 Tax Convention with Chile.
The House will take up a Resolution relating to resolution (H. Res. 503) impeaching Joseph R. Biden, Jr., President of the United States, for high crimes and misdemeanors. The impeachment resolution, filed by Lauren Boebert (R-Colorado) which charges President Biden with “high crimes and misdemeanors” over his handling of the U.S. border with Mexico, angered GOP colleagues who were caught off guard by the unscripted move. Even though it was not expected to pass Thursday, the vote would have been politically tough for GOP lawmakers and yet another embarrassing spectacle for House Speaker Kevin McCarthy (R-California). Instead, McCarthy negotiated a deal with Boebert to send the Biden impeachment resolution for review to the Judiciary and Homeland Security committees, fending off a vote for some time, and likely killing it.
The House will also take up H. Res. 461 – Condemning the use of elementary and secondary school facilities to provide shelter for aliens who are not admitted to the United States.
