Both the House and Senate Armed Services Committees are marking up their respective versions (House Chairman’s Mark) of the 2024 National Defense Authorization Act (NDAA) today.  Republicans are expected to offer a variety of amendments during the marathon markups to rein in Pentagon policies to promote diversity and inclusion, combat extremism in the ranks and mitigate climate change.  In all hundreds of amendments will be considered on both sides of the Capitol.

The Senate convened at 10:00 A.M. and is taking up S.J.Res.11, which would override President Joe Biden’s veto of a rollback of heavy duty truck emissions rules.  Last week, the President vetoed the Republican-backed bill that would have rolled back a 2022 EPA rule that set stronger vehicle emissions standards to reduce air pollution set to take effect in model year 2027.  The Senate will also consider the nomination of Natasha C. Merle to be United States District Judge for the Eastern District of New York and a motion to invoke cloture on Treaty Document 112-8 Tax Convention with Chile.  The United States has sought to finalize a tax pact with Chile since 2010, and the Senate Foreign Relations Committee voted last year to finally send it to the Senate floor.

The House convened at 12:00 P.M. for legislative business and is expected to consider the following bills under suspension of the Rules: H.R. 3797 – Paperwork Burden Reduction Act, H.R. 3801 – Employer Reporting Improvement Act and H.R. 4004 – United States-Taiwan Initiative on 21st-Century Trade First Agreement Implementation Act.

The House is also expected to consider H.R. 3799 – CHOICE Arrangement Act.  The Rule provides for eighty minutes of general debate and makes in order three amendments, which can be found here.
