The Senate returns at 3 P.M. to resume consideration of Shalanda Young’s nomination to be director of the Office of Management and Budget with a procedural vote to advance her nomination scheduled for 5:30 p.m. Young, who is OMB’s deputy director, has been serving as acting director of the key White House office since a bipartisan majority of senators balked at Neera Tanden’s bid for the job. Young’s confirmation on a bipartisan basis is expected Tuesday.

The House will convene for votes at 6:30 P.M. tomorrow and this week is expected to take up legislation ending normal trade relations with Russia amid its ongoing war with Ukraine, with Speaker Nancy Pelosi (D-California) saying in a statement the bill will “formalize this revocation, and it is our hope that it will receive a strong, bipartisan vote.”  The House Administration Committee will consider various proposals to curb stock trading by members of Congress on Wednesday. The Rules Committee will gather testimony on the future of proxy voting and remote committee work on Thursday, and the Judiciary Committee will consider a bill on Wednesday designating a national hymn.  Additionally, House Democrats are working on a path forward on additional Covid aid after $15.6 billion in funds was pulled from the massive omnibus spending bill last week.  Leaders have vowed to try to find a new path forward to vote on at “at least part” of the White House’s request for funding to fight COVID-19 this week.

Finally, Ukrainian President Volodymyr Zelensky will address Congress on Wednesday, as the Russian incursion into Ukraine intensifies and the Biden administration grapples with how to respond.  The virtual address, scheduled for 9 a.m. on Wednesday, is to be made to members of Congress, House Speaker Nancy Pelosi and Senate Majority Leader Chuck Schumer (D-New York) said.  The address, which will be held in an auditorium inside the Capitol complex, will be distributed to television networks, giving Ukraine’s president a platform to publicly address the U.S.
